I have posted all these answers on my blog in previous machine embroidery posts. Yes, they are embroidered on water soluble stabilizer...and as you can see in my top photo, they are done in a hoop. Do a Google search for "how to machine embroider freestanding lace" and you will find lots of directions and tips.
